The Federal Democratic Republic of Ethiopia has received financing in the amount of US$ 70 million (US$ Seventy Million) equivalent from the World Bank toward the cost of the Governance Modernization to Enable Efficient Service Delivery Project, and it intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project. This project will be financed by the International Development Association (IDA).
The project will include the following components: Component 1 will focus on improving public administration management capabilities, through transitioning towards a data-informed approach to HRM; Component 2 will support initiatives to improve domestic revenue mobilization capabilities, Component 3 will focus on public financial management, supporting the scale up of digital solutions for PFM, and Component 4 will support project management to ensure timely and successful implementation. Procurement of goods, related services and consulting services shall be carried at the Ministry of Finance, Ministry of Revenue and Federal Civil Service Commission and shall include the procurement of various types of information systems hardware and software; data center ACs and UPSs; videoconference facilities; desk-top computers, laptops and printers; office furniture and equipment; and various types of consulting services including consulting positions for project staff.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (Regulations) (current edition), and is open to all eligible bidders as defined in the Regulations.
Specific procurement notices - Tenders Information - for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and the National Ethiopian Herald Newspaper.
